To be eligible to participate in the Groundwork Northwest
NHS Suppliers Bureau programme, businesses must be small and medium-sized enterprises
(SMEs) and situated in the North West of England.
An SME*

Has fewer than 250 employees;

Has an annual turnover not
exceeding €40million, or an annual balance-sheet not exceeding
€27million |

Is independent and is not
owned as to 25% or more of the capital or the voting rights
by one enterprise, or jointly by several enterprises employing
more than 250 people. Exclusions to this apply, for example
if the enterprise is held by public investment corporations,
venture capital companies or institutional investors, provided
no control is exercised either individually or jointly |
State Aid - De Minimis Rules
The assistance from Northwest NHS Suppliers Bureau constitutes State
aid as defined under Articles 87 and 88 of the Treaty of Rome and
is being granted as de minimis aid under the Commission Regulation
EC/69/2001. European Commission rules prohibit any undertaking from
receiving more than €100,000
(approximately £65,000) of de minimis aid over a rolling three
year period. Any de minimis aid granted over the €100,000 euro
limit may be subject to repayment with interest. d. Any de minimis
aid granted over the €100,000 euro limit may be subject to repayment
with interest.
